The primary purpose of the State Capacity Assessment (SCA) is to assist state agency, regional education agencies, and school districts implement effective innovations that benefit students. The capacity of a state to facilitate implementation refers to the systems, activities, and resources that are necessary to successfully adopt and sustain Effective Innovations. The current version of the SCA is version 26, released in May 2020.

The NIRN-SISEP Data System (sisep.org) offers the ability to enter DCA data online and generate graphs and reports from the data. Users should complete the online Capacity Assessment Administration Course before administering a DCA. After successfully completing the course, an account request form will be provided to gain access to the NIRN-SISEP Data System.
